As for Skill Tiers, gear that has the Yellow Core as the major attribute will grant you +1 Skill Tier (maximum of 6).
Each Skill Tier (ST) will give the different skills you have a predetermined bonus to health, damage, duration, etc (these improvements can be seen by inspecting the skill).
