I find this a bit strange. As far as I can tell, every attribute roll still has ranges, except for the skill tier roll. It can only roll +1, unless I'm wrong?

Basically to get maximum skill damage, you have to have all 6 gear pieces with +1 skill tier roll.

If this is correct, not only does 6 piece "yellow" sets guarantee maximum damage, but it also means you can't make unique skill builds because you'd be required to have all 6 yellow pieces. It would be much more interesting if for example, chests and backpacks could roll +2.

Hopefully I'm wrong, and in fact at least a few pieces can roll more than +1. Can anyone verify this?

Edit: Alternatively, we could just keep skillpower, and gain 1 skill tier for every 500 skillpower. 3K would be 6. And skill mods could still work like weapon mods by scaling off your skillpower rather than having static effects.

This should have never been possible to begin with, any division 1 veteran could tell you this.

Pretty much. Now truly dedicated skill builds will indeed require 6/6 gear pieces to be veered towards skills. How they further boost specific skills remains to be seen, but it makes every piece important to add - or a serious sacrifice (depending on the desired build).
