Yesterday I leveled up from 10 - 11 (commendation level, not agent level), got a purple gear cache as a reward. There are only so many levels to be gained why not make them at least mildly rewarding.
Edit: Looks like someone should do a PSA about Commendations for the new agents.

I'd forgotten that these caches were even a thing, but then I received a purple one over the weekend. I haven't been hunting the commendations explicitly, but I've completely both campaigns and ground out hundreds of endgame hours looking for the best builds, so I've played my fair share of the game. They should at least give high-end items after a certain threshold of commendation points.
