[2019] Annoying sound that won't go away.

There is a sort of chirping sound effect going off every single second now unless I'm in a menu. In every situation from safehouses to missions to combat. If I turn sound effects off it goes away. It's honestly making the game unplayable. I've restarted the game. Restarted my console. On and on. Any ideas? I'm on PS4.
