[2019] Mod Navigation Fix??????

i have had this issue since the beginning of the game. Any one else still having problems with the navigation when you are in the mod screen for your weapons or skill? I have to hit a million different combos of the directional pad to get to the slot that i want. Have been waiting to here something about this being an issue in one of the state of the games but dont remember it ever being brought up.
