[2020] When should I start Warlords of New-York?

I bought the game on PS4 in the summer sale, and I am now at world tier 5, working my way through everything and all the end game content.

At what point should I start WoNY? I own it, I just don't know when to transition, and what is the best way to experience everything.

Also, should I get the year 2 pass? It is unclear to me what it does.

If you're World Tier 5 you should be super ready, I'd recommend Coney Island before the move over to New York as it's set up as a prequel mission.

Please note that once over there, you won't be able to return to Washington until the main story has been completed.
