The team is looking into the discrepancy between the Seasonal UI and the Level Up notification for the Phoenix Down Apparel Event.
This is only an UI issue, you will still receive one key every four SHD levels.

@gz4216 Though the State of the Game is on hiatus, TU10.1 (which includes the first of several improvements to loot) will still be coming next week on July 21st.
"The Phoenix Down Apparel Event contains four full cosmetic outfits to be collected; the Anne, Garzia, Hoopster, and Sutton. Other apparel items; ten items of clothing, five weapon skins, two emotes, and [Badlands] mask are also available."
