I just picked up this game last night and was excited to finally get into it, but I keep experiencing a Delta 3 error (which crashes me to the main menu), and I can't enter safehouses or open certian tool boxes in the world.
Is the game having problems today or am I doing something wrong? Is there an ETA for a fix?

For Uplay players, I'd recommend verifying files. I've seen a report or two of this working.
I'm unsure what the equivalent would be for PS4 players, but I would check your Downloads to see if anything is waiting to start up.

I'm not seeing anything. I've restarted my console 3 times today, even unplugged it entirely two of those times, and I'm still having issues. Sometimes I'll be fine for 20 minutes or so at a time, but it always crashes.
Are you also having the issues with Safe Houses/interacting with world objects?
Yes, I even got trapped inside a safehouse earlier. I fast traveled to one, but the doors were all closed and wouldn't open for me.
