I just did a standard open world activity (stopped an execution). Something I've done hundreds of times and you're always rewarded a weapon and some piece of gear, both usually trash. This time the orange in the lower-left corner caught my eye and I was shocked to see it was a Bullet King (only my second one ever). !?!
Are they tweaking RNG to make exotics more widespread? In my 700+ hours I have never, ever seen an exotic awarded for a normal open-world activity like this.
