[2019] GS 515 in DZ only but normalised to 500 so why does it drop in the DZ?

Been trying to work this out maybe someone here can help me.

If the 515 gear drops but is normalised to 500 while in the DZ why and what point is there dropping 515 loot?

The only place 515 gear/weapons has a place is in PvE, this seems like a good way to force us into DZ just to say look its popular!!!
