[2021] Warlords of New York issue

Warlords of New York won't work. I can't get past the paywall at the pilot. I bought the expansion as part of the Ultimate edition pack everything downloaded just fine. At the screen where you chose you character (second load screen where it shows you level, ect.) it says that Warlords of New York is ready to go. When I get into the game and travel to the pilot it askes me to buy the expansion again. I'm level 30, World Tier V (5) and have beat the game, my gear score is 500+, I'm not aware of any other requirements.

I previously used a library copy of the game that's how I got to level 30. I deleted the library disc version, purchased the download game (and the WLONY ultimate pack). I can play the game (without the library disc), I see in the loading screen that the Warlords of New York expansion pack has the white "available" Icon, but it still won't get past the pilot.

I've tried resetting the database, and updating the licenses, both recommendations from Ubisoft. if you have any other recommendations or if you have the expansion pack and you also had issues please let me know how you got past the bug and were able to play the game.
