So, one of the preorder rewards is a level 30 boost... but what is the point of it?

In the stream, they made reference, multiple times, to the fact that if you want to go to NY, you can even if you're level 1-2, you'll be boosted to level 30, and you can even start a new character there. If that's the case, isn't a level 30 boost preorder reward kind of pointless?

That’s called marketing. 😁 If people don’t watch the stream they will think they need to preorder to get that bonus.

To clarify, whenever you buy Warlords of New York you are getting the Level 30 Character Boost. The pre-order bonus is that you will be able to use the boost immediately after today's maintenance.

While you can re-play the missions of course, you will have "finished" the story if you boost your character. This needs to be done to allow you to have access to all the Skills immediately when you got to New York.

No, it's a manual process. We don't automatically boost you.
