[2020] Question about gear dyes

I was playing div2 earlier today when i saw someone with a gear dye called “shrapnel” that i thought looked pretty cool. I checked my stuff to see if i had it myself and i dont. I also check the outfits and none of them had one called shrapnel...

I have not killed any of the newer hunters yet as i have not set my sights on them, but do they drop dyes as well as masks? If not, are there hidden dyes somewhere or am i missing something?
