[2019] Question - Blueprints

Hi I would like to know how to get blueprints, I've watched some videos on youtube but Im not that conviced. Please be as clear and descriptive as possible. I think you get blueprints from vendors and lvl 4 control points but marcostyle said that level 3 control points also gave you blueprints so Im a little confused. Thanks in advance.
