[2021] Ripped off or an idiot

I havent played D2 in a very long time, but my nephew picked it up on my account and has been playing. He wanted the technician spec. but he doesnt have much time to play and didnt want to do all the grinding for it, so I purchased the creds for him to get it.
Now for 10 bucks, shouldnt it unlock everything???

Is there some kind of bug, but why does he have to go through and get the points and it still only shows stage 1 unlocked.
I know Im getting old but and stupid but something seems off to me.
