[2019] Ps4 Character Menu Glitch

I was wondering if anyone on ps4 (I’m on ps4 pro) is experiencing this weird glitch where when you hit the options button to go into the menus the cursor flies over every single box immeaditely as if you would be holding down “right” for the analog direction and you hear like 20 “clicks” within 3 seconds because the cursor goes over every box. It’s very annoying. I have to then move all the way back to the left side to hit “social” because it always ends up on “settings” immeaditly after cycling through every box. I have tried 2 different controllers and the same thing happens so I know it’s not my controller. it Is happening on most of the menus including opening stash as well every single time I open them. Wondering if this is known or anyone else is experiencing this.
