[2019] Unknown Hunter

I was in West Potomac Park to try my luck with the two hunters that you only get a single shot at (ghost and spector) and knew there was a third on the other side of the map but those are the only 3 I see listed that spawn in WPP. Today I was walking out of Washington Monument after visiting the basement when a hunter spawned on the ground almost immediately in front of me. NPC's tried to help attack him, but unfortunately nearby enemies got pulled into the fight and I was eventually distracted and killed before I could finish going after this one. However I can't seem to find any mention of this hunter in any of the guides. Has anyone else run into them, hopefully with more success than I did?
