[2020] Apparel event keys not dropping for anyone else?

I swear at first I thought I was going crazy but for the last 10 or so levels I haven't got a single key, every single time i'd get down to "1 level until apparel cache" then on the next level it will change to "3 levels until apparel cache" & I wouldn't get a key. I haven't changed sessions at all I've just been grinding out Lincoln memorial because its the quickest way to get XP.

Is anyone else not getting their keys when they should?
