as I can see, all cool stuff are tied to NYC dlc (classic ubisoft), but what happens to player LVL when subscription to uplay+ expires?
my plan is to buy 1m uplay+ sub and play NYC story and have some fun extra

Once your character started the expansion content, the save game can only be played, if you own The Division 2 - Warlords of New York on your Ubisoft Account.
As an example: if you use your current save game and start the Warlords of New York expansion, you will not be able to continue with this save game after you CANCEL YOUR UPLAY+ SUBSCRIPTION until you own the The Division 2 - Warlords of New York expansion on your Ubisoft Account.
