[2020] Stuttering in full screen after new update?

Hey ya'll

For the past week or so whenever I'm in fullscreen mode (windowed or true full screen) my game stutters, not really FPS lag, but the background literally "stutters" as in it shakes. If I go into true windowed mode it works perfectly. This is the first time I've ran into this in over 200hrs of this game on my current rig.

Anyone know what might cause this and a fix?
