Hey I sent that DXDIAG to you via messenger but I also just took this video to show you what happens. The video starts when I load into the game. The FPS at the tops from left to right is Average, Lowest 1%, and Lowest 0.1%. You can see how average is great but the lows are in the 10s. At the 3:17 mark the stuttering stops and my lows are in the high 40s to low 50s. I use DX11 because DX12 causes crashes but I ran the test again with DX12 and had the same behavior. I also tried just standing still for a while and after 3 or so minutes the minimums come up just as in the video.

Storage: Sabrent Rocket PCIE Gen 4 NVMe (both windows and the game are installed on it)
MOBO: ASUS TUF Gaming X570 Plus Wifi
Network: Using the onboard GigE port
Internet: Comcast 1Gig connection
Just a note this a fairly fresh install of windows as I just recently upgraded the cpu, ram, and storage. Before this I played Shadow of the Tomb Raider in DX12 and didn't have a stutter a crash. I also don't have the stutter in the Division 1.
