[2020] Iron Horse - when does it start?

At the official page you can find at least three mistakes (https://www.ubisoft.com/en-us/game/the-division/the-division-2/news-updates/6sGZenEEDXFkutLr8qRE3E/operation-iron-horse-race-to-world-first):

1. The Race to World First begins on June 30th, 5 PM CEST / 11 AM ET / 8 AM PT.
2. Beginning on June 30, 2020 at 6 PM CEST, 9 AM PT Ubisoft Entertainment
3. “Operation Iron Horse” – the first 8-player raid (the “Raid”)

So the questions are:

• When does it start? At 5 or at 6?
• Why could steamers be ahead of us (normal players)?
• The "Raid" is a second operation, a huge mistake while copy/pasting.
• What about the leaks? Some players already could enter the raid zone and explore it. You will find videos on YT, I don't want to post it here.

Also, if you want to be on the board in the game, you must be in a single clan with other players. Why?
