[2021] [Gameplay]Slow progress

Been playing the game about a year from the start (including the beta) I've made it to invaded. Gear score is 430 . I even figured out the recalibration station. Just got Tidal Basin to do to make it to World tier 5. And there's the problem my weapons just aren't up to it. An AR at 16K , an LMG at 12K and a sub at 11K . Also carry the TAC 50. Can't find blueprints, shd tech non existent. What is "unmarked shd tech" ?
I seem to be stuck and unable to progress.
Any clues please..
None of gear is capable of optimisation
"Item Not high enough level " or something like that. ????
