As the others said, you will need to have the Warlords of New York expansion and complete the campaign, however this shouldn't take too long once you get the hang of it. After that, you can start grinding away for those apparel cache keys and deck out your agent in your favourite RE outfit!
Only need to complete WoNY campaign? I can ignore base campaign?
Technically yes! The Warlords DLC comes with a level boost so you can go straight in to the NY campaign. Should you want the full experience you can always create another agent and go through DC from the start.
