[2020] Why is Kenly College blanked out?

I finished the main campaign and went to the college. Sadly I was VERY drunk at the time so don’t remember much about it besides some of the challenges.

I never finished it but now whenever I go back to the chopper, the option to fly there is blanked out and it says it’ll be open at a specific time but the time never seems to come!

Is it broke? Was it a one shot and I blew it? Is there a specific schedule that I should know of?
