[2021] Shield glitching unusable

I seem to many times find the shield is glitched and unusable. Is this a fairly common issue? Am I deploying it in an inappropriate manner whatever that may be? The number of times skills get glitched in this game is crazy considering skills are relied upon for survival. Today it glitched out and I had to die just to correct it after playing without it for 15 minutes.
