[2020] Can I get the flamethrower class thing weapon without dlc?

I just literally bought divison 1 and 2 a few hours ago because it was on a good sale and there's a class weapon thingie that has a flamethrower and it looks cool, is it dlc locked or can you get it by doing a mission to get it or stuff like that?
