[2020] High Noon Saloon Quest Undeniably Broken

I've been trying to get this quest done for the last 5ish days with no success. I've tried every popular variation of approaching the bar and all have failed. I've tried with and without invasions up, from the white house, times between 10:00-16:00. I already have the parts of the holster that come before this and the project is up to date in my projects tab. The quest is undeniably broken and not working in my world/for my account.

Please just spawn me the exotic holster and let me get on with the game.
