[2021] Returning Player Questions

Dropped the game on early 2020/late 2019 after farming for Fox's Prayer, Contractor's Gloves, and Baker's Dozen.

Why does the game seem easier now? Did they lower the enemy armor/health? Glass Canon doesn't seem necessary to deal damage now. Protection from elites also don't seem too used now.

It seems like running blues are actually good now. Is it because of the Memento?

How to farm Memento? Does it drop on Backpack loot increased places regardless of the faction occupying the place/mission?
