[2019] Chem Launcher changes on xbox controller in Div 2

The changes explained in the last patch note (April 5) to how the chem launcher is equipped are poorly done. Now we have to tap LB twice to get the healing, which is how it is used 90% of the time. Most of the time it equips the chem launcher instead of providing healing. Confusing and has gotten me killed. Change it back to the way it was before.
