[2021] Friend has projects but no Resident Evil project?

I had a friend get back on the game (he normally doesnt play D2) and he wanted unlock the Resident outfits. I just logged in and was able to see the STARS project and do the objectives.

Any idea why this is happening. He doesnt have the NY expansion.
