[2020] sidearm damage in recal station

My recall for sidearms damage is bugged at 14%. I had 15% before TU10.1, now I'm unable to max other sidearms to 15%. I tried redo by getting a 15% and adding to library. All that does is take the pistols 15% but still its 14% and the pistol you just tried to use is gone. Whats going on?
