[2021] Cannot find Olivia Vance

As the title states, I am unable to find Olivia.

I go to the Manning Institute and can see people there, but I'm unable to speak to anyone there to get the mission.

Has anyone else experienced this, and if so, how did you fix it?

I'm thinking of loading into a friend's session to see if that fixes it.

Yes. That's the location I go to, but those 2 npc's aren't standing, and I can't get either of them to talk to me.
