Even when you have real powerfull pc, have you check to downgrade the graphic quality options to see if the game works better?

Have you tested any other thing?

I have no clue about what can be happening with your pc config to make this exaxtly issue.

Anyway, check if you have any kind of AMD gpu sortware working hidden with any kind of weird gpu configuration. Another thread about AMD finally were fixed switching off some options in this kind of AMD software.
