The Steam issue preventing players from accessing is now resolved! Restarting Steam should result in him showing as unlocked.
It is fixed now, but I have bought Ocelotl DLC, has It in library but in game It is showing me that I have not bought him. I have reset client multiple times, I know It happens in with battle pass either, why are you not releasing buyable content a little bit later so there will be no problem with "synchronizations"?
Have you tried restarting Steam completely? Doing so should result in Ocelotl being unlocked.
