@oGtevo the reason I don't reply to that question is because I personally do not know the answer. Ive gotten legendaries long before that on each of my playthroughs. you could just be unlucky? playing the wrong difficulty. or maybe @BenIrvo knows more

1. have you restarted your router?
2. are you on a strict NAT?
3. Are you on Wifi? If so, hows the signal? can you TEST a wired connection?
4. have you updated your firmware?
5. if you're on PC, try running on medium settings
