[2022] Quest skip command

Hey guys,

I'm playing a modded version of France (France+) and one of the quests (Cull Le Mans Hospital) is impossible to complete. I've tried literally every marked location on the map and none of them work for the kill counter. Is there a command I could use to finish the quest?
