External link →To expand on NegativeConsequences's comment: When the server starts up it advertises its settings to the Steam server list. In this case, for example, it may have advertised it was a PvE server. When you went to join it, however, it reported to your client that it was actually configured as the opposite (PvP in the example). We don't manually flag servers for this, but the client will disconnect if it happens to help avoid a frustrating realization later. It's possible the server is using a plugin that changed the PvE/PvP mode without updating the advertisement.
