[2020] Do vehicles only spawn once the server has restarted?

I just found out that there is a limit to how many vehicles can exist at the same time. So I wanted to explode my useless bikes and search for some helicopters and tanks. But I think I read somewhere that vehicles only spawn once the server has restarted and I don't know when the server does that
