If I make a map with some workshop content, does that mean every player needs to download that said content before being able to play on my map or can they just download the map and have the workshop content embedded in there so there's no need for additional downloads?

The creators of those maps also created that content. It's all the same mod. They didn't use other people's mods from the Steam Workshop.
