Couple things to note:

1. You technically don't need SteamCMD – you can just download and install the U3DS app into your normal Steam Library to get the necessary files. If you wanted to run multiple servers at once, or run the servers off on a different machine, I would suggest installing SteamCMD.
2. Port forwarding is different for every router. Some routers accept inputting port ranges (multiple different ports in a single rule), other routers may necessitate a separate port rule for each individual port you need to forward. The default ports required are 27015 +2 (i.e.,: 27015, 27016, and 27017). If you elect to use a different starting port, you will need to specify the desired starting port in the Commands.dat file, and forward the three new ports.
