Rather than uninstalling & reinstalling, did you try the Verify Files option through Steam?

You should also check you have the latest version of Visual C++ Redistributables installed, that's a common issue.

And try also starting the game from within the install folder as "Administrator".

I'm assuming you can start other games, but you may also want to try turning off your anti-virus or making sure Valheim isn't being blocked by it (depending on what you run & it's settings).

Failing that, you may want to reinstall Steam itself. Sometimes that fixes things like this.

I know it's annoying but since it's on your machine you'll likely have to try a few different approaches to find the fix - always frustrating! I hope you can get it resolved soon.
