I went from 50-60 fps in my base to 90-110 fps.
A bit of detail: The game doesn't actually fullscreen when you select "full screen" in the options. Instead, it runs in windowed borderless. If it WERE actually fullscreen, then to alt+tab to another window would minimize the game; instead the game just displays in the back.
Well, if you could get true fullscreen, you'd get a big performance increase. Turns out, you can force it with the launch option (in steam) -window-mode exclusive -screen-fullscreen
by right clicking the game in steam, going to 'properties' and putting that in the launch options.
However, I found that this doesn't work when running in Vulkan. Running it without Vulkan (Direct X instead) allowed forcing full-screen to work.
I knew something was wrong when I was at 50 fps because my CPU and GPU usage were both sub 100%. Something was artificially limiting performance. Turns out it's because the game wasn't truly in fullscreen.
So if you're not on AMD where vulkan will probably improve your performance, you should switch back to normal direct X.
To test if you're in fullscreen, try to alt+tab out of the game. It should completely minimize the game instead of running in the background. Also, you should probably get a big performance jump.
Let me know how this works for you or if it works with Vulkan on your end; it doesn't work with Vulkan on mine.
Specs: RTX 2080ti, i9-9900k, 32gb RAM.
tl;dr: Force full screen with the launch option -window-mode exclusive -screen-fullscreen
and make sure you're not running with Vulkan.
PS: If it still doesn't go to true full screen in game, press ctrl+enter to go into windowed, and press it again to go full screen again. This should correct it.
