[2022] Does Phoenix need a complete rework or relatively minor changes?

Phoenix has been the worst agent in the game for a long time now. Virtually being non-existent in the pro scene. In order for him to be brought back, does he need a full on rework like Yoru or relatively minor changes? By minor changes I mean simple things like extending his molly and fire wall range and duration or allowing the wall to go through obstacles like Viper. I'm leaning more to a complete rework personally.
