Phoenix is a Duelist, not an Initiator. With the recent changes made in patch v1.06, the Phoenix flash was changed to a more long ranges flash. This poses a problem to the Duelist mindset of Phoenix, preventing as many scenerios where Phoenix could flash around a corner and challenge the enemy. With the new flash, it is seemingly more beneficial for a Phoenix to flash for his team around the corner and have a teammate pursue the kill. With the still short duration of the Phoenix flash, it makes it almost impossible for a player to pursue his flash at the distance needed to stand back to correctly flashes close angle. One other thing with the edition of the more long distance flash is the fact that players are now more easily able to dodge or lesson the effect of the flash by moving forwards, giving them the advantage in some cases with Phoenix coming out of the animation.

I propose that we add a click and hold feature where the longer you hold, the wider your flash will swing. To just click the flash would toss out the regular close flash we all know from before the update, and to hold the flash to max would allow you to toss out the new wide flash from this update.

I think this would be a reasonable compromise for this character, allowing him to keep his Duelist functions, but also benefit his team greater as a whole.

So there was a Riot dev I'm the 1.06 thread who clarify that this isn't their intention and isn't in the game and they are trying to find out where this info is coming from.

It's a bug that we didn't intend to go out with this patch - we'll be reverting it ASAP
