Oh I suppose I should mention that I'm running windows 8.1 as it would seem that the proceedure for this roll back changes with the version you have. Again any assistance would be welcomed, but I'm sure the devs will evetually come thru with a fix that dosen't involve hours of research.
If the launcher doesn't even appear - the issue is likely not related to EAC as the EAC checks and such happen once you click "Play" in the launcher. Do you see the launcher in your task bar and not on screen when you launch the game from Steam?

If you right click the app in Steam and select Properties, then Betas and in the drop-down list select "Temp Launcher Workaround", then exit and re-launch Steam, does this help?
