In Patch 1.4 we changed the way in which players can quickplay in to DLC missions in Vermintide 2. This thread will break down some scenarios to help answer any questions or concerns you might have.
With the release of Back to Ubersreik, we have returned to an expanded version of our original Vermintide 1 (Warhammer: End Times - Vermintide) DLC 'sharing' practice.
Short Version In order to host a Custom game with a DLC mission, or have that mission be selected for Quickplay - you, or any other player in your Keep, will have to own that DLC.
Much Longer Version
Scenario One The Most Common Scenario
You press 'Quickplay'. The Quickplay mode places you in another player's Keep which is waiting to head out on a mission. Whilst in this lobby, the 'pool' of maps available to the party are a total of all the base game maps and those contained in DLCs that any member of the party owns.
Say for this example the host of the lobby - Player A - owns no DLCs, Player B owns 'Shadows over Bogenhafen', and Player C owns 'Back to Ubersreik'. Even though the lobby has DLC maps in the pool, any player is eligible to take the slot for Player D, even if they do not own any DLC.
When the party enters the Bridge of Shadows to begin the match, the available pool of maps would be the base game maps, as well as the DLC maps for 'Shadows over Bogenhafen' and 'Back to Ubersreik'.
This scenario is the most common as the Quickplay feature prioritises lobbies which are open to players and still in the Keep.
Scenario Two You press 'Quickplay'. The Quickplay mode does not find an open lobby in the keep within it's set parameters (time and distance). It begins looking for a game in progress though, and when it does it will look for maps in progress that match your DLC ownership.
Scenario Three You press 'Quickplay'. The Quickplay mode does not find an open lobby in the keep within it's set parameters (time and distance). It does not find a match in progress within it's set parameters (time and distance), and initiates a new lobby with you as the host. Your lobby in the keep can be joined by any player, regardless of the DLC they own, and when you enter the Bridge of Shadows, any maps owned by any members of the party are in the available map pool for the Quickplay feature to select.

In all scenarios, you (or other members of your party) are able to fill open slots with any player they know, regardless of what DLC they own via invitation from the Steam/In-game UI.

BONUS - Scenario Four You're in the Keep and you're the host. You don't own any DLC. You have a player in your group who owns all the DLC. You, the host, cannot Custom Game in to a DLC map (but if you Quickplay, you will have all DLC maps in the available pool, as per Scenario One). However, the player with all the DLCs can select a Custom Game with any DLC map for a Vote, even though the host doesn't own the DLC maps.
