[2020] Adding a player from Lobby as steam friend?

If you hold tab whilst playing and right click the mouse, you should be able to press some buttons on the different player profiles you see on the screen. This will open steam overlay and allow you to friend that person without leaving the game. You can also use the 'recent players' steam feature to find recent team mates.
