[2021] Resanction Prop Joe's UI Tweaks Mod

Hey there! We unsanctioned UI tweaks as it would cause buff related crashes. Unsanctioning the mod was so players would not encounter this crash. Once the mod creator resolves this, we plan to re-sanction the mod.
