It's not normal for sure. We're looking in to why it happens. What happens is that when the game launches, our backend does not always receive the report from Steam on game-launch as to which DLCs the player owns and as such what they are entitled to in the game. The why is the bit we need to figure out and work to fix. We're looking in to that.
